Humans being gibbed will now drop all items by default
Because it sucks when all items are lost. It should have a minimal amount of unforeseen consequences, namely anything that would interact with the items being dropped, such as singularities. If someone is affected by a devastation-range explosion it will still cause items to disappear.

You imply that nukies will actually RPG the captain instead of each other
Tested it with explosions, anything that can outright gib the person will cause the items to drop and then those items will be subjected to ex_act() which will destroy them most of the time. RPGs and explosive implants cause item loss. But I still want to spend more time on this PR to see how I can work out items being dropped for humans depending on the source of gibbing.
Would this make size 1 singularities (ie from a baguloose) way more likely to turn round-ending since anyone who walks in will also contribute everything on their person into the singulo?
I feel like if you're going to bagulo, it's very intended to ruin the station as the only players who can do that without server rule repercussions are antags anyway.
