re-enable deconverting revolutionaries through blunt force trauma to the head

What this does

Title. Revolutonaries have a chance to be deconverted with a percent chance based upon the final force of the attack applied to them. For instance, if you get bashed in the head for 20 brute damage (after armor reductions are applied), there is a 20% chance you will be deconverted from a revolutionary. This chance

Why it's good

This was commented out in #16796 and was never brought back for whatever reason. This feature allows security to more effectively deal with revolutionaries without outright killing them when the supply of implants has run dry.

P.S. - This is just me un-commenting a feature that used to exist. If you feel this implementation is flawed and could use improvement, let me know and I'll make adjustments.

EDIT: Adjustments made:

  • Revolutionaries cannot be deconverted through this method if already dead.

It's commented out because sec just starts dealing IB and broken skulls to anyone they arrest instead of going for implants first.

ahkshually harmbatons do 10 damage and can't cause IB because that needs a minimum 15 damage to trigger

It absolutely will. ~~I'm not bothering to thumb down because bedlam and grief is part of rev's hectic nature.~~ lolnvm. It's going to generate a lot of salt for admins to handle, at least. If this gets merged, make sure the deconversion message stands out with bold, colored text and is seen by nearby players. I think the one in the commented code only shows up for the attacker.

The chance to get IB from a toolbox swing is so incredibly low compared to the knockout chance. There's also about a ~60% chance you are deconverted before you go into crit from getting hit in the head and about an ~80% chance to be deconverted before you die. It's extremely likely that with being given bicaridine and Inaprovaline from the security sleeper before being beaten and a bandage afterwards you'd come out deconverted with only a broken skull and a survivable blood level.

meta-checking people is a rule break that can be punished OOC randomly assaulting people is an IC issue that can be solved in various ways (there's actually two departments + an entire set of positions dedicated to dealing with these kinds of issues)

No, it wouldn't be crippling at all. How often do you think people are beating revs over the head with blunt objects instead of just shooting them or beating another body part? This'll get a few unintentional deconversions at most imo unless sec really sets up a trauma center for it, and if people metacheck with such an unreliable method then they should just get banned for being retarded, same as the theoretically beheading cult metacheck.

As part of collaborator training I referred this PR to the triumvirate of triage collaborators. They were told to take into consideration the desires of the community, the needs of the game, and each other. Their final decision was no merge.

I don't have strong feelings on this PR.
