if you telekinesis to view the request console, the window will keep getting opened/brought up after you close it if someone else starts using the console

i assume this happens until you press a button on a different window ie your pda or something? don't see a way to fix this without rewriting updateUsrDialog(), but it would probably also fix #35764 and https://github.com/vgstation-coders/vgstation13/issues/14186#issuecomment-282463720_
