Some UIs open blank a few times until they don't

Description of issue

Possibly a duplicate of #35380, but that issue only mentions a couple of windows and implies a restart is the only way to fix the behaviour.

Many pop-up windows (APC, Air alarm, chem dispenser, autolathe, to name a few) appear blank. Closing and reopening the window a few times eventually gets a window that works.

Should just open properly the first time

I have this but only with sec cameras and crew monitor computer.

+1 for sec cameras mine opens 2 windows when i open the camera console for the first time each round, and only one of them will work
