hello bro im using linux and i dont know is it a issue or all ips are blocked which i dont think so

Ping: 112ms, Jitter: 166ms, Latency: 775ms, Upload: 1.55Mbps

after 1 hour of scanning i didnt get one ip and download speed dosnt show up in present ip scan result

can you help me i dont have a windows camputer and i need to find clean ips
