Rating Overlay

Add an option to Show a rating overlay icon at the beginning of a new program like many modern TV channels do.

This is useful for some people and it increases the "TV feel". It would require transcoding in every video but it's no different to the channel icon overlay...

We could even allow for users to have custom images or GIF animations for each rating, in case they want to stylize it!

For a coding project awhile back I believe I made images for every US content rating designation, I can post these here if you'd like some already made in the standard television format.
