Support Servlet filters in JDisc

JDisc currently allow applications to setup Servlets and Jax-Rs resources, while servlet filters are not supported. Supporting servlet filters will allow use third party servlets filters, e.g security filters for Okta or OIDC. Vespa application owners currently have to implement their own security filters or relying on the few JDisc filters provided by Vespa.
