publish to the crates.io

Can we publish it to the crates.io first? I prefer to choose Rust to power my business system because we can integrate with the Python ecosystem by the Pyo3 project.

Thank you for your suggestion. This is a great supplement, but I have been busy with my paper recently, and I will publish it to crites.io when I have time in the future.

1. the great @vkill already published all subprojects to crate.io
2. we are forking based on @vkill's work

We need to discuss/collaborate with @vkill on how to move forward.
