There is no "Preboot" partition and can't find sep-firmware.img4

This is the result of ls /dev/

When I try to get information with /System/Library/Filesystems/apfs.fs/apfs.util -p from disks, none of them returns "Preboot". After that process cannot find /mnt1/usr/standalone/firmware/sep-firmware.img4 int the path.
