Rich text in Sphinx panel titles

On the Data Hazard labels page the hazards are presented in a panel format. Since making the panels clickable stretched links I haven't been able to make the titles of the panels bold (in the :text: option). So, for now, I've left :text: as an empty string and added the title to the main body. This is a slightly hacky solution and creates annoying empty space at the top of the panel.

I have tried adding <strong> HTML tags, markdown formatting but neither have worked.
