[Tickets] Working Hours Feature

Describe the solution you'd like
I would like to be able to add working hours to ticket panels which can be configured to allowed/not allow users to open a ticket when not in working hours. Additionally, if a ticket is created outside of the working hours, the bot can send a configurable embed alerting the user that times may be delayed (see images)
Describe alternatives you've considered I could use the FIFO cog, but I can't think of a way for it to just send an embed in ticket channels.
