Security Advisory for SSL issues in 4.3.0 and 4.3.1

The SSL issues in 4.3.0 and 4.3.1 have been fixed in 4.3.2 and are listed on the release notes: https://github.com/vert-x3/wiki/wiki/4.3.2-Release-Notes

However, there is no Security Advisory about them.

Adding a Security Advisory helps automated tools. Dependabot will mention that upgrading from 4.3.0 or 4.3.1 to 4.3.2 or later will fix a security issue, vulnerability scanners will flag vertx-web 4.3.0 and 4.3.1.
