Dart EventBus Client

We should have an EventBus Client in Dart programming language this will make Vert.x event bus accessible to a broad range of platforms like Desktops (Windows, MacOS and Linux) , Mobile (iOS and Android) and Web.

I have proposed a new feature for vertx-tcp-eventbus-bridge that should be implemented prior to the current feature request for security reasons.

I can contribute to this feature once I get the consensus from the core team and the community.
