Automate Dockerfile_test_bats checking

Description

Due to difficulty in manually keeping this dockerfile up-to-date, find a way (probably github-actions) to run it and ensure that it continues to work as code changes are made.

Purpose

To ensure that the test dockerfile remains runnable as changes in the code are made.
