There are many failing tests due to unavailable resources

ERROR: (gcloud.beta.compute.instances.create) Could not fetch resource: 19:41:43 | - The zone 'projects/***/zones/us-west1-a' does not have enough resources available to fulfill the request. '(resource type:compute)'.

It's much better now, but still happens occasionally (happened today again). Not sure if there's anything more that can be done.

I'll work with Antmicro to make sure that we figure out a proper fix for this.
