Verify dependencies

I'd like to be able to run tbv to verify all the dependencies of the current repo. Since the dependencies are already downloaded, we shouldn't need to fetch them from npm. Instead, we can compare them to a fresh clone+pack directly.

I'm trying to build this, but I'm just finding my way about the codebase at te moment.
