Update the rules channel
I removed the old text that was mostly referencing the Next.js Conf and added some rules specific for the server. I included back the commented messages that would be from the other bot. Imo we can delete these messages because it's kinda inconvenient having them there without us being able to edit them all in the same bot.
Since we implemented the custom roles with the new Onboarding Questions, I removed them from the welcome message

@joulev I added a new section, lmk if you have more tips to be included:

Also, some info on what is on topic and what is off topic (especially questions specific to Vercel, or non-Next.js React questions), and where they should go instead (e.g. Vercel Discussions).
I think this is already explained in the channels breakdown. I am also thinking about creating a pinned #vercel-help channel with relevant links so it is easier to point people to the right place, like how we do with #jobs

Nice. I'd also add a line asking them to make it clear if they're using the pages directory or the app directory, other than that I'm happy with these tips.

Yeah, I think the #vercel-help way is the best here. It's also consistent with what we've been doing wrt #jobs as well, and it also helps with Discord autocompletion whenever a Vercel question arrives.
Now that we also have #gpt-help, I think it is a good idea to also mention it here.
