Docs: missing release documentation for v12.3.2

What is the improvement or update you wish to see?

Next.js v12.3.2 exists on Npmjs (so npm i 'next<13' selects it) and as a tag in Github, but it is “just a tag”, not a documented release: https://github.com/vercel/next.js/releases/v12.3.2

Is it less “released” than other releases — maybe mistakenly tagged and published when not actually deemed ready? Should we avoid upgrading to it?

Is there any context that might help us understand?
