Deliver stable releases if newer than latest prerelease

Also if there's no prerelease, we maybe should deliver a stable release.

Not sure, but maybe all of this should be an environment flag (or maybe one for disabling it).

Was this ever implemented? If not I'd be interested in possibly taking this on. We just started using zeit hazel for Appium Desktop and this would be a helpful enhancement.
