Add Ratio “∶” (U+2236)

Description of the Issue: The Ratio glyph is missing. This would be useful for math and some UIs using Ratio instead of Colon.

Steps to Reproduce:

1. Download GNOME Tweaks
2. Set Geist as the UI font
3. See the hour

Expected Behavior: There should be a Ratio glyph for displaying the hour.
