Settings for max/min rows and min/max columns

What are you trying to do?

I would like to see options for min/max rows and min/max columns. Something like the default Craft table field or Super Table but also for columns.

What's your proposed solution?

Adding fields to field settings.

Min Rows The minimum number of rows the field must have.

Max Rows The maximum number of rows the field must have.

Min Columns The minimum number of columns the field must have.

Max Columns The maximum number of columns the field must have.

@engram-design @Nav33d @danbrellis Is there currently a default rule for the maximum amount of rows allowed to be created? and if so, how do you update this?
