Updating plugin always needs me to turn on admin changes

Describe the bug

When I push an update to my production server that has this plugin updated to a later version, I need to allow admin changes, run the updates, then turn it back off. Which I don't like as a flow.

Steps to reproduce

1. Update Formie locally
2. Push to production
3. Try to run database updates
4. Get errror
