difficulties creating rescue disk as FAT/FAT32, GPT

I recently upgraded to 1.25.9 windows 10.0.19044.1620 (21h2)

I recently tried making my rescue disk. I formatted using Windows Explorer, first exFAT. I extracted the rescue disk .zip files using winrar to the root directory of my usb stick, but Veracrypt said the verification failed. Then, I tried NTFS, same procedure, verification failed. Those are the two options available for formatting in Windows. I had to use Rufus to format my usb stick as FAT32. I used winrar again to extract the files, verification succeeded.

I know that there is a program included in the rescue creation tool downloadable from your site that will do a format. Sure, it's not as slick-looking as Rufus', but perhaps you could write something up so that it will make the rescue usb? Or recommend that one use a tool like Rufus? Otherwise, people may choose not to create a rescue disk, and that causes all kinds of problems down the road when trouble happens and there is no rescue disk.

Or perhaps you could support if the rescue disk is created on an NTFS or exFAT file system?
