VOXEDIT: fullscreen mode behaves weird (at least on windows)

cl_fullscreen toggle in the console doesn't really allow to resize the window on windows.

(it works fine on linux)

Also resizing works fine on linux.

works fine if you move the window by e.g. Windows+LCursor the Windows window header appears.
