Scrolling on top of the minimap is weird

Description

Scrolling on top of the minimap acts very weirdly. It would even go in the opposite direction sometimes.

I've tried locating an issue for that but was unable to, so here it is. I hope this helps. Let me know if further details are needed.

Steps to reproduce;

1. open a php file
2. try to scroll slowly on top of the minimap

Environment:

• OS: macOS Catalina 10.15.4
• PHPStorm 2020.1
  • Build #PS-201.6668.153, built on April 13, 2020
  • Runtime version: 11.0.6+8-b765.25 x86_64

It seems to be independent of whether you're at the top or at the bottom of the file, though.
