[Feature]: Support key zero creation in CLI wallet

In order to (context - overcome a problem or meet a requirement) support metamask snap users importing wallet We will (what - carry out this piece of work / action) support key zero creation in the browser wallet and in CLI So that (why - we create these outcomes) we can support MM and also be aligned across our wallets
