Allow transfer from general account to locked for staking account

The Chore

New Core feature allows staking from general account, need to support this.

Tasks

  • [ ] Console transfer function should allow transfers from GENERAL account to LOCKED_FOR_STAKING account
  • [ ] Console transfer function should allow transfers from LOCKED_FOR_STAKING account to GENERAL account
