Markets set to suspend should have the time and not just the date in console

Description

When markets are voted to suspend there is a banner in console indicating the date for the suspend status, it should however also include the time of the event as it is included in the proposal this since just the date is not specific enough. https://vegaprotocol.eth.limo/#/markets/e63a37edae8b74599d976f5dedbf3316af82579447f7a08ae0495a021fd44d13

Steps to Reproduce

1. Create a suspend proposal on a market
2. Check console banner
3. The only way I know of how to find the specific time is to go through governance proposal and find it.

Expected behavior

Should include date and time
