Add price monitoring bounds to chart & order book

The Chore

It was request to do this, but we dont think we care enough to include it in the first tranche of work.

Therefore it is moved to here and will live in the backlog until such time as we get more feedback.

Tasks

Showing bound in the book

• [ ] Mark the next nearest bound above and below the current price with the hammer icon we use for icons
• [ ] On hover display "If price level breached, it will result in a auction duration from bound auction"

Showing bound on chart

• [ ] Explore if we can show the first upper and lower bound on Trading View.

It is possible to show labels on the price scale, and you can do this for instance with "High and low price". Suggest exploring if we can add custom labels here and then offer users the option to show "Next price monitoring bound" in the TV settings?
