Add link to the transaction details page (explorer) on proposal tx dialog

We don't have any transaction reference after submitting a proposal. Let's add a link to the explorer's tx details in the dialog:

Tasks:

• [x] get tx id from the tx response
• [x] add link to the explorer page
• [ ] possibly try to get more error details if they are available
