Story

As a team We want to encourage more markets to be approved when there are only a few on console So that more markets are voted on / proposed in the early stages

Acceptance Criteria

• [ ] If there are only 1-3 markets in console, we also display the top three most recent market proposals and a link to all proposals on the governance site

There could be some refactoring here to make one single landing dialogue with different states etc.
