Advanced HTTP ACL

In (https://github.com/bytecodealliance/wasmtime/pull/6808 / https://github.com/nethunterslabs/wasmtime/tree/wasi-http-acl) I integrated a HTTP ACL to be used for outgoing HTTP requests. We are still using this custom fork (which I'm hopefully going to update soon)...

Allows setting a closure that modifies the body before storing it in the cache. Some use cases are: - Compressing images - Minifying HTML, CSS, JS & JSON

Added backwards compatibility to the previous format ensuring data isn't lost for consumers of the crate who upgrade.
