VESC as „chainless drive“ or „pedal by wire“ controller

Has anyone experience in using the VESC as a controller for a pedal by wire system?

available is a 3 phase BLDC with hall sensors.

is there any advice on how to set up the VESC to not power the motor but set a „target RPM“ so the user can pedal into the generator and VESC reports the RPM and Power extracted. Important is that the VESC does not actively spin the motor.
