Rice doesn't plant

I am playing on a minecraft server (1.16.5) with the mod: automation nation, which includes farmer's delight. I am trying to plant rice in a one block deep body of water, on top of a dirt block. But when I plant the rice, in a few seconds it breaks and doen't grow at all.
