Container metrics

Hi,

Vector should collect, aggregate, process and export information about running containers (similar to the new source of host_metrics). This idea is based on another tool: cAdvisor. https://github.com/google/cadvisor

This will strongly support the role of a single daemon on the host.

An example of current cAdvisor metrics can be found here: https://github.com/google/cadvisor/blob/master/docs/storage/prometheus.md
