add school config

Add school amenities config and instructions. currently being a WIP, needs discussions and refinement.

Currently asks for each school:

• name (required)
• ref:UAI
• operator
• operator:type
• contact:phone
• contact:website
• contact:email
• isced:level
• religion
• pedagogy
• note for other data

anything more or less you see to add ?
