Time Estimates in Forums

Describe the bug Time estimates of the response to comment is shorter than the time estimate of the comment itself.

To Reproduce I tried to replicate the error by changing my time and date setting as well as my timezone locally but it didn't work. I'll edit this ticket as soon as I get to replicate it.

Expected behavior Time estimates of the comment should be longer than the time estimates of the response to the comment

This is probably a time-zone related issue. Likely somewhere in the code it's not saving the proper UTC time, or its being rendered incorrectly on the client side.
