Fit Invisible keypoints

I want to fit a image, has a half body in image(no legs). If I want to fit the leg pose that is i want (custom). How should i do?

I try to change the body_pose_prior_weights. Have a little effect. But other result could be bad.

To solve it whether there is a better method.
