This was added in #406, but report-only CSPs can't be added in meta tags, womp womp. I'll likely do a thorough local QA of the site and just launch it...
Imgur is not a free CDN, working around the block is not a solution to the problem. The fix to this is to replace the Imgur hosting code with logic...
