Move configuration to Authentication tab

On newer versions of SonarQube there is a new Authentication tab on Administration/Settings page (screenshot from 9,9)

It'd be nice to organize sonar-auth-oidc settings inside this section.

Full location on SonarQube 9.9:

Administration > Configuration > General Settings > Authentication
