Revive Variant Simulation Tools

Variant Simulation Tools is a component of VariantTools that focuses on the simulation of genetic variants. It relies on Variant Pipeline Tools so it got broken with the deprecation of VPT.

I have got two requests/complaints on the deprecation of VST. For the first user I had to help him install an ancient version of Variant Tools with VPT to get it working. For the second user I could only send him all the simulated data I have. Since VPT has evolved to SoS, we should be able to rewrite VST as SoS workflows.

Note that this is outside of the scope of the VAT grant and has to be of low priority.
