Package repository migration breaks debian installation via apt

We have upgraded our package hosting infrastructure - moving from our self-hosted repository at repo.vaticle.com to a cloud-native solution at repo.typedb.com. This should provide scalability and reliability beyond what we'd get from a self-hosted solution.

Using apt to install TypeDB on debian should use the new repository at https://repo.typedb.com/public/public-release/deb/ubuntu (and it's corresponding key). Check our updated docs for instructions.
