xo-web Initial PWA manifest for Xen Orchestra 6

Description

This implements the initial PWA manifest so that it can be installed like an application, as well as several major features. Including running on the web browser's engine but in its own window.

hi @MrGrymReaper , this folder is in for XO6, the next version of XO, the current version currently is living in packages/xo-web . Is it intended ? can I port your suggestion to packages/xo-web (and credit you of course) ?
