Not Working

I tried installing the plugins using vsrepo.py, but it makes this pop up instead. How do I fix that?

this is a python script, you should open your CMD or powershell and type "python vsrepo.py" or just "vsrepo.py"

Oh wait, maybe it's because I set .py files to open with Notepad instead of Python?
