web-template Update to Vapor 4 Beta

Ah, looks like this is still using Container which has since been removed. Are you needing this template for something? Leaf support will eventually be added to https://github.com/vapor/template which is the new template for everything going forward.

Oh, that's great! Happy to use something else, I (mistakenly) thought this was still the way forward.

Maybe I should modify this PR to instead be updating the README to point folks toward vapor/template ?

Yeah I'd say API template is still useful for now, but in terms of updating this for Vapor 4 I'd be in favour of basically deleting everything on the Vapor 4 branch for now and just update the README to point to vapor/template with usage instructions for the new toolbox. We can then do a separate PR into vapor/template to add support for Leaf
