Add data about supported RDS database engine versions

There's this table which contains data about each instance type and the RDS engine versions that support it. https://docs.aws.amazon.com/AmazonRDS/latest/UserGuide/Concepts.DBInstanceClass.html

It would be great to expose this data somehow in the UI, as well as in the instances.json file
