Over-aggressive PUBLISH button

Describe the bug The green PUBLISH button seems to light up on every mouse click, and my concern is that it will incorrectly indicate that a page has pending changes when in fact, it doesn't.

To Reproduce Steps to reproduce the behavior:

1. Open a page for editing and PUBLISH any pending revisions (therefore, PUBLISH button will be subdued)
2. Open page Settings and change a setting such as Permissions, or SEO Description, and save the changes by clicking the Update button
3. Notice that the PUBLISH button is now incorrectly enabled and green

Expected behavior PUBLISH button should stay subdued.

Current behavior PUBLISH button incorrectly "goes green" as it thinks there are pending revisions.
