Can't zoom with touchpad in icon/tile views

Ctrl+Scroll doesn't work with a touchpad in icon/tile views. This seems to be a result of Windows' special handling of smooth scrolling in list views. It seems like it's sending LVM_SCROLL messages directly, bypassing the normal WM_MOUSEWHEEL messages?

The messages don't get sent at all if there's no scroll bar, so it's not enough to intercept and convert the messages.
