Consider Using Battery Ranges for Level Percentages

Would you consider using a range such as [15-20] as battery % levels? Sometimes, battery will jump through the set parameter (e.g. 15%) and not trigger the command (e.g. suspend, etc.) Or is it out of the scope of cbatticon?
