As part of moving to centralized phone verification, we can use an external service for verifying phone numbers. Storing verifications and address mapping is out of scope for this and can be considered a black box.

• Few potential choices for service: Twilio, Sinch, both offer free trial and global support.

• Proposal recommending which service to use, including cost estimates
• Recommended service must support regions supported by Valora.
• Design on integration with service (e.g., sequence diagram)
